BEST Plus 3.0 Administrator Training

BEST Plus 3.0 Administrator Training is the initial training necessary to be certified to give the BEST Plus 3.0 assessment. Once certified, Administrators are required to take a Refresher Training every year thereafter.
BEST Plus 3.0 replaces BEST Plus 2.0 beginning FY26. CAL indicates they will no longer publish or sell any BEST Plus 2.0 or BEST Literacy 1.0 tests (paper or computer adaptive) and all programs must begin using the new assessments as of July 1, 2025. Note, BEST Plus 3.0 scores cannot be entered into ASISTS until July 1, 2025. At which time BEST Plus 2.0 scores will no longer be accepted.
The BEST Plus, developed by Center for Applied Linguistics (CAL), is an individually administered face-to-face scripted oral interview designed to assess the English language proficiency of adult English learners. The BEST Plus is intended to assess interpersonal communication using everyday language. It integrates current knowledge in the assessment of speaking and listening skills with the latest knowledge and practice in educational measurement to present a precise, updated, and flexible oral assessment.
This training satisfies the NYSED requirement for all NYS BEST Plus 3.0 administrators in adult literacy programs. This training must be completed once, followed by a BEST Plus Refresher Training every year thereafter.
This 6 hour training counts toward the 14 hours of professional development requirement for all NYSED funded program staff.
